Uzbekistan introduces special bank accounts for debtors

A departmental document from the Ministry of Justice of Uzbekistan on the procedure for opening, maintaining, and closing bank accounts passed state registration on October 20, 2026. According to Daryo.uz, the new rules change how banks interact with corporate clients in severe financial distress.

Protecting funds during bankruptcy

If a reorganization, external management, or liquidation procedure is initiated against an entrepreneur, the bank must open a special account for them. From that moment, debit operations on the debtor’s primary and all secondary accounts completely stop.

All existing funds, as well as any future receipts, are transferred to the special account. Banks will no longer execute collection orders and seizure decisions imposed on the client’s regular accounts. Payment documents containing restrictions will be returned unexecuted to the issuing organizations and departments.

Funds from the special account can only be managed based on a payment order from the client or an appointed court receiver.

Single window for account data

The Ministry of Justice document also contains two innovations for retail clients. Citizens of Uzbekistan now have the right to request information about all their accounts through any bank. According to the publication, before the amendments took effect, such a consolidated statement could only be obtained at the bank where the client held their primary account. Now, financial institutions must provide this data upon request.

Additionally, individuals are now officially allowed to use a biometric foreign passport when opening bank accounts.

Why it matters

The new regulations streamline the bankruptcy process by centralizing debtor funds and shielding them from uncoordinated seizures, while simultaneously simplifying account management for everyday retail banking customers.
