Uzbekistan moves collateral management online and eases fine payment terms for businesses

A package of regulatory changes took effect in Uzbekistan on October 1. As reported by Gazeta.uz, citizens and businesses received new tools on the state services portal, and rules for settling financial sanctions were updated for entrepreneurs.

Collateral and property encumbrances

Legal entities and individuals can now independently set and remove encumbrances on collateral, mortgages, and the alienation of real estate or vehicles. The process has fully transitioned to the Single Portal of Interactive State Services (EPIGU).

For citizens, transaction confirmation works via Face ID biometric identification. Companies need a founder or shareholder resolution certified by an electronic digital signature to register an encumbrance.

Moving collateral restrictions online simplifies transaction processing and reduces property fraud risks during lending.

Tax control and business fines

Conditions for paying financial fines have been eased for businesses. If an entrepreneur pays 50% of the fine within one month of receiving the decision, they are exempt from paying the remaining half. A second option is a six-month installment plan in equal parts. To activate this, an initial payment of at least 1/6 of the fine must be made in the first month, after which the installment plan kicks in automatically.

Simultaneously, the Tax Committee began testing the E-bozor digital platform. Over 300 markets and shopping complexes have been connected to it. The platform aggregates property passports and data on vacant retail spaces, while assigned inspectors analyze the daily performance of the outlets. The system’s full launch is scheduled for March 1, 2027.

Unified dashboard for cards and numbers

As part of the October updates, the state services portal also introduced a service that collects information on all bank cards and phone numbers registered in a citizen’s name. Linked paid services are displayed there as well. Users can temporarily put an inactive number into sleep mode or completely cancel its service. Finteqstan previously reported that bank card verification was launched on the my.gov.uz portal; the functionality has now been expanded and integrated with automatic updates of citizens’ personal data.
