Poytaxt Bank enters NAPP regulatory sandbox to issue foreign currency bonds

The National Agency of Perspective Projects (NAPP) of Uzbekistan registered Poytaxt Bank as a participant in a special legal regime on the capital market. The bank will test the issuance of debt securities under simplified rules.

What happened

According to a report by the agency’s press service, the bank received regulatory sandbox participant status on July 31, 2026.

Within this regime, Poytaxt Bank plans to act as an issuer of foreign currency-denominated bonds. The issuance will take place under a special regulation approved by NAPP in April 2026 specifically for sandbox participants.

Country and market

Uzbekistan is actively shaping a new capital market architecture. NAPP is consistently expanding the range of available instruments and regimes to attract investment.

Finteqstan previously reported that the regulator introduced a special tax regime for foreign crypto investors. Now the agency is testing mechanisms to attract liquidity for traditional financial institutions on the stock market.

Why it matters

The regulatory sandbox allows financial organizations to test new products without needing to comply with the full set of standard requirements at the launch stage. For the bank, this is a legal way to bring debt securities to the market faster and attract funding.

Using the sandbox to issue foreign currency bonds gives banks a flexible tool to raise capital and allows them to test investor interest in a specific issuer’s debt.

What’s next

The next stage will be the actual placement of bonds by the bank and the assessment of market demand. The parameters of the planned issuance—volume, terms, and yield—have not yet been disclosed.
