IT Park Uzbekistan and China’s China Construction Bank (CCB) have signed a Term Sheet to finance the construction of regional IT complexes in Uzbekistan.

What happened

The document was signed during a visit by an IT Park delegation to Hong Kong and Shanghai. As reported by IT Park Uzbekistan, the agreement will serve as the basic financial framework for projects implemented jointly with Shanghai Construction Group (SCG).

This involves creating modern technological hubs in several regions of the country at once. The exact list of cities and the volume of funds raised are not disclosed at the Term Sheet signing stage.

Country and market

Uzbekistan is actively expanding its digital infrastructure beyond Tashkent. Regional branches of IT Park are needed to retain local specialists, create local jobs, and develop regional startup ecosystems.

Attracting foreign contractors and external capital allows accelerating the launch of such facilities without placing a critical burden on the domestic state budget.

Why it matters

Access to capital from one of China’s largest banks provides an opportunity to scale infrastructure through long-term money. For local technology companies, this means the emergence of new, equipped workspaces, and for the country, an additional channel for integration into international investment networks.

The direct participation of Chinese capital in regional infrastructure solidifies Uzbekistan’s status as a clear entry point for Asian technology investors.

What’s next

Signing a Term Sheet is a record of intentions and basic partnership conditions. As a next step, the parties must translate the agreements into firm contracts: approve specific financing amounts, implementation timelines, and the geography of the complexes’ construction.

Why it matters

Access to capital from one of China's largest banks enables Uzbekistan to scale its regional digital infrastructure using long-term financing, solidifying its position as an entry point for Asian tech investors.
