Межбанковский процессинговый центр (Bishkek, since 2004; founded on the initiative of the National Bank of the Kyrgyz Republic and 11 commercial banks) is the infrastructure core for card and QR payments in Kyrgyzstan. It is the sole operator of the «Элкарт» national payment system and the main operator of ELQR, processing Visa, Mastercard, UnionPay, and «Мир». Certifications: PCI DSS and PCI PIN Security (until 2027), PCI 3DS; three NBKR licenses. Partnerships: UZCARD (unified payment space between the Kyrgyz Republic and Uzbekistan), Alipay+ (international QR payments). Products: «Элкарт Мобайл», «Элкарт Трейд», «Элкарт Pay».
