According to kapital.kz citing the Ministry of Health, 502.6 million tenge in insurance payouts has been disbursed to patients and their families in Kazakhstan under mandatory medical malpractice liability insurance in the two years since the law took effect in October 2024.
As of September 1, 2026, 178,296 healthcare workers are insured: 155,856 in public medical facilities and 22,440 in private ones. Since the start of 2026, healthcare providers have signed 1,867 insurance contracts, and 112 claims have been paid out.
A patient or their legal representative can submit a claim to a healthcare provider if they believe life or health was harmed during care. The case is reviewed by an independent expert panel composed of relevant medical specialists, professional medical association representatives, and the insurer. Once an insured event is confirmed, the insurance company issues the payout in accordance with statutory procedures.
