Kazakhstan’s Agency for Regulation and Development of the Financial Market has extended its distressed mortgage refinancing program by one year and expanded eligibility to include socially vulnerable borrowers who took out loans between 2021 and 2024.
Applications for additional assistance have been extended to July 1, 2027, with aid delivery running through September 1, 2027. New participants from socially vulnerable groups must meet specific criteria: the property must be the only home owned by the borrower or their spouse, payments must be overdue by more than 180 days, the remaining loan balance cannot exceed 50 million tenge, and income must be insufficient to service the mortgage under existing terms.
The program does not cover corporate loans, state mortgage initiatives, or loans tied to fraud. Core refinancing terms for older loans issued between 2004 and 2016 remain unchanged.
