NBKR proposes bank capital amendments for foreign operations

On October 13, 2026, the National Bank of the Kyrgyz Republic (NBKR) submitted draft amendments to the December 29, 2025 resolution No. 2025-P-17/71-2-(NPA) on the minimum authorized and equity (regulatory) capital of commercial banks for public discussion. The NBKR directly links the amendments to the March 6, 2026 presidential decree No. 106 on legal conditions for Kyrgyz banks operating abroad, according to a regulator statement duplicated on the NBKR Telegram channel.

What the regulator published

The draft resolution is available on the NBKR website under “Regulatory Acts of the National Bank” / “Drafts for Discussion,” and on the Unified Portal for Public Discussion of Draft Normative Legal Acts koomtalkuu.gov.kg. The NBKR release itself does not disclose the specific wording the document changes: the regulator only named the purpose of the amendments and provided a link to the draft text.

Comments and suggestions must be sent no later than October 28, 2026, to bmederova@nbkr.kg in Word format.

Why the amendments are needed

The NBKR indicates two goals. The first is to implement the March 6, 2026 presidential decree No. 106 “On measures to create legal conditions for the activities of banks of the Kyrgyz Republic in foreign states.” The second is to minimize risks associated with the activities of foreign branches of Kyrgyz banks.

The wording implies the amendments do not apply to all banks, but specifically to the part of capital regulation that determines requirements for banks operating or opening branches outside Kyrgyzstan.

How the current resolution works

The base document being amended is NBKR resolution No. 2025-P-17/71-2-(NPA) dated December 29, 2025, which took effect on January 1, 2026. It establishes a phased increase in the minimum authorized capital for operating commercial banks:

  • until June 30, 2026 — 800.0 million soms;
  • from July 1, 2026 — 1.0 billion soms;
  • from July 1, 2027 — 1.5 billion soms;
  • from July 1, 2028 — 2.0 billion soms;
  • from July 1, 2029 — 2.5 billion soms;
  • from July 1, 2030 — 3.0 billion soms.

This schedule applies to banks already operating in the domestic market of Kyrgyzstan. The resolution also contains separate capital requirements for new banks and systemically important banks, but the NBKR did not disclose them in the release about the amendments, so providing these figures here in connection with the discussed draft would be premature.

What’s next

The NBKR is collecting comments on the draft until October 28, 2026. After that, the regulator may adjust the wording or submit the final document to the Board for approval.

The NBKR directly links the amendments to the decree on foreign branches, and it appears a separate capital standard for such units is behind this—the regulator has not yet disclosed this section of the draft.
