National Bank of Kazakhstan discusses real sector support measures with commercial banks

The regulator, the government, and the ARDFM met with market participants to coordinate economic lending and capital market development.

What happened

The National Bank of Kazakhstan held a meeting with commercial bank executives to synchronize actions for economic support.

As reported by the regulator’s press service, the discussion included National Bank Governor Timur Suleimenov, Deputy Prime Minister Serik Zhumangarin, and ARDFM Chairperson Madina Abylkassymova. The agenda covered five areas. These included preparing a securities market development program and expanding syndicated lending mechanisms.

The parties also touched upon banks’ interaction with the state holding Baiterek, corporate financial recovery, tax administration, and the financial sector’s participation in modernizing the energy and utility complexes.

Country and market

Large infrastructure projects require long-term capital and investment risk sharing. The regulator views syndicated lending combined with co-financing through state development institutions as a viable tool to solve this problem.

For Kazakhstan, coordination between the National Bank, the ARDFM, and commercial players occurs amid the real sector’s growing need for affordable funding.

Why it matters

The dialogue at the level of the regulator, the government, and banks shows a search for new mechanisms to channel liquidity into the real economy. Earlier, Finteqstan reported that the National Bank of Kazakhstan launched its own AI platform for deep market supervision and analytics. Now the focus shifts to structural funding issues.

The state aims to build conditions that make it easier for commercial banks to participate in complex industrial and energy projects.

What’s next

Following the meeting, the participants agreed to strengthen joint work. In practice, implementing the announced measures will require updating the regulatory framework and approving the detailed securities market development program discussed at the meeting.

Why it matters

The dialogue highlights a push to channel bank liquidity into complex industrial and energy projects through new funding mechanisms.
