Only eight categories of applicants on the housing waitlist can now access 2% mortgages: war veterans, orphaned children, individuals with Category 1 and 2 disabilities, families raising disabled children, widows, and mothers of large families with state awards. Previously, all housing waitlist applicants with an income of no more than five subsistence minimums per family member could qualify for the 2% loan. For 5% mortgages, the family income cap has been lifted, opening eligibility to everyone registered on the Otbasy Bank waitlist.
