President of Kazakhstan Kassym-Jomart Tokayev has instructed the implementation of artificial intelligence in the secondary education system. By July 1, the government must approve a detailed plan for 2026–2029, which will begin with a pilot project in rural educational institutions.
What happened
A decree on the implementation of new technologies in schools has been signed in Kazakhstan, according to the Nehabar Telegram channel. The document entails the development of unified rules and standards for using AI in the educational process, knowledge assessment, and work with digital materials.
The implementation plan will cover the development of digital infrastructure, the launch of educational platforms, and the strengthening of personal data protection for students. AI will be positioned not as a replacement for teachers, but as an additional tool for lesson preparation, performance analysis, and learning personalization.
Country and market
Kazakhstan. The initiative directly affects the telecom sector and the EdTech market, creating a state demand for infrastructure and local educational AI solutions.
Why it matters
The main stated goal of the project is to bridge the gap in education quality between urban and rural schools. In the first stage, the pilot will cover about 500 under-resourced rural schools, which must be provided with equipment and stable high-speed internet.
The main signal here is that the state is beginning to form a legal and ethical framework for AI using schools as an example, which could later become a template for regulating neural networks in other sectors.
What’s next
By July 1, the government must approve the final plan. In parallel with equipment procurement and standards development, an additional training and professional development program for teachers will begin.
