Kassa24 tightens limits for unidentified wallets

Starting March 19, the Kazakhstani payment service Kassa24 tightened limits for unidentified e-wallets to 3 MCI (about 110,000 tenge) per transaction, storage, and daily turnover. The changes are related to amendments to the Law “On Payments and Payment Systems”.

What changed

The new limits for unidentified users are now 3 MCI across all key parameters:

  • maximum amount of a single transaction — 3 MCI
  • maximum storage amount on the wallet — 3 MCI
  • total daily turnover — 3 MCI
  • threshold top-up amount, above which identification is required — 3 MCI

Wallets with a balance above 3 MCI are automatically blocked. Unblocking is possible only after passing remote identification. The company announced this on its website.

Context for Kazakhstan

In 2026, 3 MCI is approximately 110,000 tenge — a noticeable restriction for everyday transactions. Previously, many users could keep amounts for large purchases or savings on unidentified wallets.

The changes affect a wide range of Kassa24 users who use the service to pay for utilities, mobile communications, and other everyday payments. Now, full identification will be required for transactions over 110,000 tenge.

Why it matters

The tightening of limits reflects the general trend of strengthening KYC requirements in Kazakhstani fintech. The regulator is consistently reducing opportunities for anonymous e-money transactions.

The main signal here is that the state is prioritizing control over financial flows, even if it complicates the lives of ordinary users. Similar changes may affect other payment services in the country.

What’s next

Kassa24 users with balances above 3 MCI must either withdraw excess funds or undergo identification. The remote identification procedure will lift the restrictions but will require the provision of documents.

Other Kazakhstani payment services will likely also adapt their limits to the new requirements of the law. This could change user habits and push them toward more active use of bank cards for large transactions.

The question remains how fast and convenient the remote identification procedure works in Kassa24 — this will determine how painful the transition will be for users.
