Kazakhstan’s Agency for Regulation and Development of the Financial Market has drafted rules allowing borrowers with overdue debts across multiple lenders to settle them via the unified Finkelisim.kz platform, which has been operational since July 1, 2026.
Under the draft, the mechanism is available to borrowers with overdue debt on two or more loans from banks or microfinance organizations (MFOs), provided they have no secured loans. Once an application is submitted, the banking ombudsman or microfinance ombudsman processes it within three business days and sends a request to the lenders, who then have three business days to confirm the debt amount and their readiness to settle.
The borrower receives a notice outlining the collective settlement terms and must sign the protocol and mediation agreements with each organization using a digital signature within 72 hours. If the borrower fails to sign the documents within this timeframe, the procedure is terminated. In the event of partial payment under the agreement, the ombudsman must notify the borrower to pay in full within three business days and issue a warning about potential consequences.
