Kazakhstan’s Ministry of Labor and Social Protection is scaling proactive public services through the “Digital Family Card” platform, which analyzes data on more than 20 million members of 6.2 million families.
The system runs on the SmartData Ukimet information and analytics platform and integrates with the IT systems of around 30 government agencies. Based on this data, the platform automatically determines a family’s level of social well-being by tracking income, employment, social payments, housing conditions, property, health, and education.
To identify the need for state support, the ministry applies a methodology for assessing public well-being developed jointly with the United Nations Development Programme. Once the system establishes a citizen’s eligibility for specific aid, it sends an SMS notification from 1414, and after the recipient confirms consent, the service is processed automatically.
According to the ministry, the platform has sent more than 2 million SMS notifications to request citizen consent. Public services and payments have been granted proactively to 935,000 citizens. The system currently supports 11 types of benefits and social payments, including childbirth allowances, unemployment or loss-of-breadwinner support, disability benefits, and payments for large families.
